I will be traveling to this fine country, and would like to get some feedback on where to go to hobby.
I have heard that the "bars" are better then an agency, as  you get more of a selection. I will be staying in the Quepos, San José area.
Any help is much appreciated.

I was there for the first time  a month ago and plan to return in January......I spend 10 days in San Jose and Jaco beach so my advise comes from a newbie in Costa Rica but addicted to latinas and mongering in general. So here are a few pointers about SJ

San Jose has lots of indies action 24 / 7 - ground zero is the Del Rey with many bars/clubs nearby - the area is knonwed as "gringo Grunch" there is no need for an agency whasoever- If you stay at the del Rey you can pick from 100's of beautiful latinas (ticas(minority), colombianas, dominicanas, nicaraguense etc) downstairs in the casino and take them upstairs to your room.  I highly recommend you stay at or visit Sportsmen Lodge you cannot go wrong there especially if it's your first time in costa rica http://www.sportsmenscr.com/  SL is an elegant hotel/restaurant/bar in a quieter area a quarter mile away from the the gulch that let local  freelance chicas in, but no hardcore girls/hustlers inside it is more upscale than DelRey.

IDEM Bar, Calle 11, bet Avenidas 8 / 10. Clean, friendly, professionally managed, excellent quality control. 12-20 girls in the 6-10 range. Prices: 19000c upstairs rooms, 22000c hour downstairs a/c rooms. Open 3-12 Mon-Sat.

Pantera Rose, corner of Avenida 14 or 16 and Calle 9 (Just past the fork in Paseo de los Estudiantes.) About 9 or 10 blocks from HDR. Free entry & 1 drink with CRT card, or you get a Cover charge. Costa Rica is safe if you use your brain and common sense simply rely on your instinct - Take care especially if you are not used to travel in Latin America. Keep your valuables in your safe, lock your stuff in your luggage, don’t leave your glass unattended. There are lots of foreigners in SJ mostly americans and canadians (also a large number of retired americans living the life) and if u stay in the "glutch" do not go walk at night by yourself and associate with the right people you will be fine.

I have been to CR a few times (close to 40).  My wife is from there.  I go about twice a year now since she moved here.  Was going there monthly for about 2 years.

First, there is no street action to partake in.  Most of the girls on the street are not exactly girls.  It's mostly trannies.  There are some females on the streets at night, but you should NOT pick them up.  There is usually a reason why they are on the street and not in a bar or massage parlor.  They are either underage (big no-no there, serious jail time), they were banned from the bars for stealing/fighting, or they are drug addicts.

The action is inside, bars, MP's, and strip clubs. In bars, it's all indy's, you negotiate price/time/services.  In MP's, it's a fixed price.  In strip clubs, full service is readily available, prices vary.
 
There are very few pimps in CR.  Prostitution is legal, but pimping is not.  The only girls that have pimps are Colombians and other foreigners. The pimps are not the same as we have in the US.  These guys don't follow their ho, hang on the street, or try to intimidate johns.  They are more like loan sharks.  They pay for the girls trip to CR and they have to work off the "loan".

I have been there many times, I visit almost every year to go surfing.  The girls are all over the bars and nightclubs.  Very easy as they are extremely friendly and will usually just come up to you.  It is legal there so have fun but be safe.
