tough to say when the best time to visit is- Now is good and the spring time is good- Summer can get a little hot- the city is great during the holdays but hotel rates typically are extremely high as the holidays get closer- can get deals in Jan and Feb but could be dealing with bad winter weather
As for where to stay- I'm partial to mid-town
