It sounds like you're looking for providers in "lower Manhattan."  

Most providers who service Manhattan will go anywhere and do outcall.  So I'd say you should look anywhere in NYC for the type of provider you're seeking, then contact them and set it up.  You are highly unlikely to get a "no" because you are in one part of Manhattan versus another.  Also, "lower Manhattan" isn't really a neighborhood or area;  the term could refer to Chelsea, Greenwich Village, LES, SoHo, Murray Hill, Tribeca......
