I can't say for others but among Korean & Chinese providers, the dividing line between working in a FS versus working in a massage only (or HJ place) place is a thin one. For example, an undocumented FS gal may temporarily retire from FS to work in a massage only place once she's already entered a "green card marriage" and needs to work in a job that can be (or at least appear) legit. Once the necessary waiting period is over, she may return to FS.
Many will do both and work in the massage only places when they are having that time of the month. Sometimes the owner owns both businesses, say an incall massage-only place and an outcall FS place.
In almost all cases, the gal wants the job, she will observe whatever limitations that management imposes.
