That is insane.  If there was the equivalent of an Air Marshall or even an off-duty cop or just an armed citizen, those guys could have been shot dead.  Those guys should be prosecuted for ... for something.

And the next time there's a real emergency with real weapons, the cops are going to have to hold their fire and say, "Well, we were waiting for proof that the guys who burst thru a side door with a thing that looked like a weapon and made loud noises that scared the shit out of theater goers and sent them clamoring for the exits was really a weapon and not a toy.  It took 45 minutes for the hospital to confirm that the dead people died from gunshot wounds and not salmonella poisoned Twizzlers.  THEN we went after the guys with the alleged weapons but they had already fled the scene."
