Even if wrong, better safe than sorry.  My advice...play with experienced and highly rated ladies in the beginning.  This will probably cost more, but will minimize the likelihood of run-in's with LE.  If you decide to go the agency route, work with the more reputable ones...if you are conducting your research diligently, you should be able to discern those after a time.  Avoid providing your TER handle unless absolutely necessary...your review scores may scare off some providers.

FWIW, after scanning the ads on the NY ad board posted in the past few days, IMO most if not all are legit.
