Now, I'm not sure how the state of NH is viewing prostitution, but I have a feeling they realize that it could be something they could regulate so that they can dip their far-reaching, greedy hands into the gross amounts of revenue the trade generates. In other words, a way to collect much-needed tax revenue. First legalize marijuana, then prostitution (I have no problem with that, as long as it isn't taxed to death.), then every other vice. Why not? A few states have already become drug dealers; what's keeping them from becoming political pimps. I'd hate to see what this world is like 100 years from now!
