There is a federal law which took effect last year that bans gift cards for foreign transactions. The card has to be registered to you like GreenDot or in your name like a standard bank credit card.

That's getting absurd.

Yes, there's a difference between the anonymous Visa gift cards, and the refillable debit cards like Walmart's.  The refillable debit cards allow a broader range of transactions, but do require a name and SSN.
