Because I am going to be going all over the city from the UofM, Downtown,  IDS where I use to work with a CPA firm, Chanhassen Dinner theater, maybe the Old Log, meeting some friends etc.  I drive in worse cities such as often the 401 in Toronto but always without snow or freezing street surfaces.  Back 25 years ago when I lived there I was use to snow etc... but that is why I moved to Phoenix :)

I originally was going to save a lot on full-size car rental by Ubering it from the airport to near my hotel in St. Louis Park across from an Enterprise agency.  However, I found a cheaper airport deal that didn't make it worthwhile to do the Uber trip and back.

Geessh I thought it would be warmer in early April at least 50's.  The 10-day outlook looks terrible for some snow/rain and cold.  Looked at some webcams and looks like snow cover almost gone but may get more.  I wonder if my rental car will have snow tires.  Haven't had to even think such things for decades.  My hot Phx veins are conditioned for 80 degrees, not below freezing :(

Nope.  

I do not know of any rental companies that put snow tires on rental cars.  

I run "all season" tires on my personal car year around, without a problem.  

Also we do get snow this time of year, but it melts off fairly quickly if we have any sun at all.

Good reminders and advice!  Especially with pie.  
I guess I forgot there are all-weather tires.  It's been such a long time since I was slip sliding driving in Mpls snow, especially side streets that don't get plowed as quickly.  I never got chains but just snow tires in the old days in Mpls area.  I remember visiting my office in Fargo ND once with snow up to the top of telephone poles :(  I am meeting a friend at the Ideal Diner in N Mpls, which seems quite unique.  Looks like you have light snow now and some days of snow and rain next week. As I recall at night the rain can freeze and be very slippery!  I am not TOO paranoid :)

You definitely won't have snow tires and if you ask for them you might get laughed out of town lol. You won't need them. The best advice for unskilled winter drivers I've ever heard was something like -- drive like you've got a fresh-out-the-oven peach pie in the passenger seat and your frail grandmother in the back with no seatbelt on your way to a church potluck.  Drive too slow and the pie gets cold and Edna's famous tater tot hotdish will be gone by the time you arrive. Drive too fast, accelerate, turn, or brake too abruptly and both Granny and the pie go flying.  😁 Smooth and steady!

Although studies show that snow tires are as goood, if certainly not more economical, than getting an SUV with on-demand all wheel drive, the roads are cleared so quickly here by fleets of snowplows that it is seldom worth the hassle of switching tires (or paying for all wheel drive.)

OMG watch out everyone. Forget about the neighbors kid just getting his license, we got someone from Phoenix coming to drive on our roads with SNOW. How about just calling a friendly Minnesota nice Lyft driver? I bet they have tires better equipped.
