there's a UN human rights treaty that Jimmy Carter signed but has yet to pass the US Senate.  The argument is that legalizing it helps stop the abuse by pimps and crooked cops.

It's legal and regulated in the rural counties in Nevada and decriminalized in Rhode Island.
