how come nobody suggests Mystic Lake or Treasure Island? Those are tribal resort / hotels and are not likely to run into city cops. Besides, those places are busy enough that we can blend in easily.

I live in Brooklyn Center but I don't see what everyone thinks is so bad about it. I've been here for years and don't read about an inordiate number of prostitution busts. About downtown,I've to a few meetings downtown and won't be back.Trying to park without having to walk several blocks is a big never again for me.
