Don't know if that's the case here, but intellectual viewpoints and reality aren't always in sync.

My SO has told me that it is not cheating if she refuses to  do the nasty but someone else will for a price. She thinks it is okay to love and forget as long as that is what it is. What say's everyone else?

We aren't meant to be with one person our entire lives. If we were, why would we be naturally attracted to others? You can love someone and not sleep with them, and you can lust after someone and have the best sex of your life. Its the oldest hobby in the world... I think its perfectly fine, and LOTS of fun!

She just doesn't want you to have an affair.  If you are fine with that as well, I see no problem.
