You can drive around for pleasure. You can drive to take care of someone. . I think the effect of this is that they would only be able to catch storefront type businesses that remained open. Or possibly industrial zoned businesses with lots of cars in the parking lot ... though those biz could be doing essential work. . So if a cop pulls me over I'll just say I am going to pick up auntie to drive her home. (Just that I won't be using a car.)
