I posted a longer reply on this same topic a while back... Here's the key difference between the "anonymous" cards (technically they are gift cards) and a fully registered card:
With an anonymous card, you purchase it with a set dollar amount on it, and I believe in the US that dollar amount is limited to $500. You use up the pre-paid amount and that's it, you throw the card away. If you want to be able to refill the card and use it on an ongoing basis, that DOES require registration, including a valid SSN, DOB, and your real name and home address. Most of these refillable cards will allow stored balances of up to $3,000 or so.
