Hmm.  If the city revokes/denies their license, they could have a major lawsuit on their hands.  They'd have a tough time showing where in the legislation it states that a massage business can't advertise on Backpage, or have non-English speaking staff, or have any particular furniture in the premises.  Slippery slope, whether their hunch is correct or not, without proof, they are asking for it.
