I'm no expert, but I had the impression that SW is only legal in brothels in Nevada. Also, it would probably be a royal pain to just leave one section open while the rest of them remain closed. There's also the "inter-state" portion of FOSTA, that could be used to say that advertising that is read in one state, but the act happening in another could constitute inter-state commerce.

Everyone's in better-safe-than-sorry mode right now. Hopefully, it will loosen up given time.
