First why are all the reviews gone for Nevada (minus Clark county)? Its legal there so does FOSTA make it illegal in Nevada just like pot is legal in Colorado but illegal federally?
I'm no expert, but I had the impression that SW is only legal in brothels in Nevada. Also, it would probably be a royal pain to just leave one section open while the rest of them remain closed. There's also the "inter-state" portion of FOSTA, that could be used to say that advertising that is read in one state, but the act happening in another could constitute inter-state commerce.
Everyone's in better-safe-than-sorry mode right now. Hopefully, it will loosen up given time.
