Are you skeptical when you see that a provider has reviews from many reviewers, yet each reviewer has few local (Minneapolis) reviews but many reviews for providers in many different cities. Does that raise a flag?
Because many providers tour. Plus how TER states "location".... sometimes it isn't correct.
What I am getting at is the sometimes the provider is a traveler and it lists MN as the home location. Same goes for when one of our locals might have gotten first reviewed while traveling. It might list "home" as Chicago.
The red flag I have is when a reviewer only has 1 review and it is the provider I am looking into. Those are more of a red flag than actual location. IMHO.

The local is seeing people who travel. Many times guys want to keep locals to themselves and not get them busted by too many reviews. Or the lady could have a no review policy that out of towners ignore

before scanning locations i have found that looking at the number of reviews by reviewer and also i look for whether the reviewer has reviewed other providers connected with that provider for instance the local asian reviews have many reviews of their providers and the reviewers only review girls from that agency or group and the ones that are in town . Last are the multi city reviews.
It's fairly common for reviewers not to change the location for a provider who is touring and the review ends up under a different city than where the client actually saw her. Plus TER profiles allow a provider to have two home cities so reviews can show up in multiple places.
