I am new and saw a local provider recent;y and when i went tp post a review on this lady who has established reviews, it said i couldnt write a review on her. In red letters there was nothing I could do. I am completely new to this sote amd she had asked me to write one if I felt I had a good session. Can someone give me the 411 on this?

For example, did you log in, go to the provider's profile, click "Review provider", then click "Agree"?  That should have taken you to the review entry form. If not, there's a problem. You can use the "Contact Us" link at the bottom of this page to report the problem to TER and see what they say about it.
