The issue is simple; as the population drops below a certain threshold the stats drop off to nothing. A small market is easily curtailed by the local LE, so UTR tactics are used which makes things all the harder.

This is a system of data points that lead to trust in a positive experience.  And it's remarkable how quickly the data falls off when you get outside the Twin Cities.  Try searching St. Cloud and Rochester.  Very few providers with more than one or two reviews.  And the numbers aren't very favorable.  But hard to normalize off a single report.  Would be good if more "outstate" folks got into the system to improve the data set.
