There's a Contact Us menu with a Review Questions option to ask TER about it.  No one on this discussion board has the ability to affect a review.

IMHO the review is and should be allowable. The meeting took place even though it appears that he did not leave happy. Reviews are allowed when money has been lost and the meeting never took place so in this case was one step farther . No rule on drugs being mentioned that I am aware of .  
By the way it is also a saint rules to write disparaging remarks about posters  so your thread is probably more likely to have broken rules as his.  
Personally glad to know a possible issue exists although most of her other reviews are very complimentary.
Defending the agency or the provider?

I have no dog in this fight but if the original reviewer is being honest in saying the provider admitted to using drugs(unless we're talking a little weed) then that info should be shared. Although some might not care, I assume many hobbyist would like that information in order to hp make a decision.
