Who are these who are UTR?

I have answered this kind of ad before with varying success.  
 1. BP asks you for a captcha but of course there are ways to ISP mask (separate topic).  
   
 2. The ad poster does not get your email with your response to the ad but responds from her email through BP to your email.  Her response to you reveals her email.  If you respond back to her response, you reveal your email.  
   
 3. It is certainly fair to ask in your note to her if she can verify herself by a TER, P411, slixa identity.  If she responds that it is only She who verifies me, I end the correspondence and I have revealed nothing to her.  
   
 4. I do not use my TER handle in responding to these until I know who I am corresponding with.  
   
 5. There are verifiable, UTR providers using this BP approach--some are trying to avoid particular hobbyists.  I have had some nice times with these.

Correct me if I'm wrong, but some ads come out with no name, number, email address... all you can do is reply to the ad itself and it's impossible to check for reviews or ever write a review

Is this a persistent red flag? Better off steering clear of it?

There is only one way to find out. Contact her and see what info she gives you. You are not committed until you put your money down. She has to give you more info when she replies.
