This recruiting of minors (decide for yourself if that is merely a violation of law, or is exploitation) MAY have occurred at a school for EBD -- emotional-behavioral disorder -- students (decide for yourself if that makes the situation worse, or just kind of makes sense).
It seems possible the alleged recruiter had been a student at the school -- OR had hung with those kids in OR out of school -- and the LEGAL age difference might have seemed irrelevant to the parties (friends?) involved. Who knows?
In any case, LE appears to be chasing a PR winner (or, justifiably, a crime, depending on your perspective of LE as an agent of justice or of public relations).
After all, these are allegedly kids IN the school system -- a situation more compelling for LE than, say, giving perfunctory classes every six months to the local hotel clerks.
Hobbyists who don't wish to risk straying into this territory -- out of concern, or self-aggrandizement, or merely a wish to avoid undue hassles for themselves or providers -- certainly can.
Yeah, I hear you... For sure, a 19 year old madam "recruiting" her teenage peers is possibly not the same as other more exploitative scenarios.
Although, even if we are only talking about a couple years difference, that's enough to make a 19 year old look impressive (and street saavy) to a teenager who is only two or more years younger. And in reality, it's more like "the blind leading the blind."
