In running a business focus on priorities is paramount.  We constantly have to evaluate use of resources and prioritize everything we do to get the best return on investment.  Often the projects that become the highest priority are not the most fun or will generate the best press, but are the ones that have the greatest positive impact on our business.  They're the things that truly make our product better.

What would happen if laws were given priorities based on their impact on society?  EG, murder, rape, etc would be pri 1, grand-burglary/theft would be 2, etc.  Would LE have time to go after stuff that was in a grey area to begin with and had no negative impact on society?
