Ive beeen in the hobby just shy of 7 months so far and have just come upon my first NCNS.To clarify, I scheduled an appointment with a top provider on Friday for a meeting on Saturday morning. I was given an address and a phone number to text the provider upon arrival but received complete radio silence. I waited way too long and after many calls texts and emails (one sided) I decided to call it a day and head to my local AMP.
How common is this for ranked providers to flake on appointments and what is normal protocol on reviewing the provider after a NCNS?

She says she sent an email that there was an emergency and had to reschedule but no such email was received. I'll refrain from posting a name in the hopes that this was an anomoly and not the norm.

Did you by any chance check your Spam folder to see if the email ended up there? Beyond that I agree with naming those who NCS but also with giving them a reasonable amount of time to respond. And, as others have pointed out, you can't review a NCNS; TER will not allow it.
NCNS shouldn't ever happen but it does, however you (providers and clients) should contact the person using every contact info you have available (phone call, text or email) some people don't have access to email especially if it's a crap "hobby phone"

Wait a bit before identifying this provider. First give her more time to get back to you and make things right. Emergencies happen, phones break or die, and sometimes normally reliable people simply fuck up. Why not give her a couple of days at least? If she doesn't get back to you after a reasonable time, you can always identify her later if you want.
