The reviews and VIP membership issues are managed solely by the "staff." The discussion boards, on the other hand, are provided by TER but it's really up to each city that has one to "do their own thing" and provide a volunteer moderator--who is a local hobbyist, not someone affiliated with TER in any way.
Just keep that in mind when trying to address review or membership issues here on the boards... Those issues really have to be worked through TER.
