Because it looks like the river goes north-south with Minneapolis on the west side and St. Paul on the east.  Maybe it's because I just moved here, but it makes more sense to me if you use roads like south of 394 or intersection of 494 and 35W.

As you might have guessed, I get lost easily in the TC.
