I agree that legalization would be the best…but there would still be some issues. Damn eastern Europeans/Russian crooks are giving the Netherlands a hard time over there…I thought I saw some news about that

I agree, but for somewhat different reasons. Decriminalization stops the government treating the providers as criminals. If it's decriminalized, but not not legalized it gives the government time to watch the results and react accordingly. For example, if they decriminalized but noticed that obvious instances of trafficking rose they could then create laws specific to that situation (targeting the traffickers or pimps) without further victimizing the trafficked girls. It seems like the fairest way to approach the negative aspects of the business.
