It happens.  Kudos to her for beig up-front about it.  In 20 years+ with this hobby, I have only run into this twice.  Neither mentioned it until things had progressed well into the session.  The first didn't because "she didn't like the taste of the condom", the second because "she only does that for her boyfriend".  Its pretty unusual but it happens.  More often you will run into one that only will do French only.  A lot of girls don't consider oral as actual sex so they figure its not technically cheating on their boyfriend or some such nonsense.
