The border cities in Mexico have been hit with huge amounts of violence in recent years because of the battles between the drug cartels and the Mexican government. It can be very dangerous. I'd investigate it very carefully before going through with that trip. A relative on my ex-wife's family is in the army and has compared some parts of it to Iraq (and yes, he did two tours there).
TJ is OK in daylight & is safer than most other border towns but is still a rathole IMHO. Stick to the main drag & only make a beeline to & from the provider & back to the main streets.
You wouldn't need to rent a car since they have light rail that goes down to the border. It can get packed so you may want to do some research online regarding the FAQ's for a SD to TJ visit.
