in many cases this is true not always. I myself am of latin descent but no longer speak spanish. I understand it but no longer speak it .many of us are now 2nd 3rd and 4th gen . our families orig like SELENA the singer wanted us to speak  english without an accent to so called fit in better.. Most of us still have the latin temperaments
