So Ranger, I am trying to understand you. I presume you have a business.  
I am your customer and I give a fake ID to avoid paying you for services rendered.
You take me to small claims court to get paid.  

What I am saying is that if you want to be an ass and stiff a provider there is no way she can take you to court if she has no idea who you really are . Not complicated.
It is absolutely her right to get paid .

This happened in CANADA.   Different rules to the game up there.   Things are legal in some areas and what not.

Which makes it legal, at least to some degree, for the ladies to offer their services.  It's still illegal for their clients to actually pay for theses services though.  So, yes clients have good reason to be careful with their PII.

I don't think that is the law in most places. It's like non-payments for something are seldom handled in criminal court, even though they might seem like theft.
