You must have ignored that user before or accidently hit the ignore user button. I haven't figured out yet how to unignore some though.

Click on the Mail tab (next to the Discussion Boards tab).  Your "Ignore List" is among the options there.  Open it and you can easily remove entries from your Ignore List.

I didn't think that would control what you see on the discussion boards as well.

And it works...it clears up what I had "ignored" ...

Like a few other TER features, the Ignore List is not obvious.  I stumbled upon it when looking for something else a while back.  I have a bad habit of clicking "Ignore User" when I intend to click "Return to Forum", so knowing how to un-ignore comes in handy.
