Rates can change for any number of reasons. I don't draw any conclusions from it good or bad.  

it boils down to economics.  The economy isn't as strong.  Less disposable income.  A number of providers at the same price threshold.  If a woman wants the money, a drop in price would draw the business. If she is a good provider and has the reviews to support her service, I assume there are a number of guys who would see her.  Ceteris Parabus (all other things being equal).  Clearly there are guys who won't be swayed because money is not a concern, but I think there is a large number of guys who save up to see a nice, high-class lady.  To those guys, a rate decrease would be very attractive. (I think there have even been a few comments on the discussion board recently about guys having to save money to see such providers once a month or less.)

Perception?  If she's a reviewed provider, I would infer nothing other than she's trying to edge the competition (competitive advantage) in a tight market....  smart business move.

When done privately, one on one, I view it as she enjoys seeing me and wants me to see her again.

Otherwise I see a reduction in rates as adjusting to the market place and she wants more business.
All providers are individuals and have personal reasons for wanting more or less business.
In isolated cases her ego may have caused her to over price her services to begin with and price  
needed adjustment to achieve the volume of business desired.

I don't read anything into it. I suppose the most common reasons would be a supply and demand thing, she got older, or she changed her menu. The former has nothing to do with her in particular, and the latter two I can find out by reading her reviews.

I'm your average 9 to 5 Joe with a steady income stream.  This holds true for economic boom and bust times.  Sadly I prefer the bust times because my buying power increases.  I read rate reduction as simple economics that's it nothing more.

Now if she is someone I'm interested in, her donation was more than I was willing to pay, but now it is within what I am willing to pay then I might very well try to see her.

And an increase means that it's ringing too much.
