Even if this passes, most of the MPLS providers decline to put out a shingle advertising the nature of their business, and don't solicit walk in traffic. What will really matter is whether the MPD follows up with stings, getting in the front door and asking for proof of licensure. Can't tell where this fits in their enforcement priorities.
