Did a review on a good experince I had with a provider that I didn't find a review on. The experince was one I enoyed and provider said a review would be nice, didn't she know she was delisted and a review was not going to get approved?

Did she specify which board to write a review on? There is about a dozen different boards as far as I know.
I would not worry about it too much and move on. If you liked her service, feel free to repeat. If she inquires about the review, simply tell her what TER told you that she was delisted, then it is her choice what to do with it. Lots of behind the scenes drama that we don't know about and shouldn't be your problem.
