I thought I'd offer an additional perspective on LE. By the way,I'm a hobbyist.
All the discussion about knowing the laws, etc., etc., etc. makes sense but if LE really wants you, they will find a way. Your best protection is their lack of interest in you.
Stay Disorganized - LE takes an interest when activity becomes "organized". The traveling provider was rousted as a message to the agency who sent her. Staying truly independent is your best bet.
Stay Clear of Other Activities - Providers, hobbyists and the laws they break are not terribly high on the priority list for LE. If you see a hobbyist or a provider who is involved in other things that are a higher priority for LE you're in much greater danger.
Stay Home - When you cross borders the stakes are higher for LE. One of the disadvantages of traveling is that you cross state lines so a whole new set of laws and LE resources comes into play.
It would be wise to consider that local LE is monitoring this board as well as the others. These guys have full-time jobs investigating the goings-on, and it would be foolish to think that they are unaware of these resources.
