The only thing that is required is a website or link to a web ad.

A phone number isn't required for posting. If the provider doesn't wish to give out her phone number, please respect her decision. Type 555-555-1212 in the phone number field instead of a real number.

phone numbers have not been required on Reviews.  I would assume that's still the case and
the "many guys" are in error, but to be sure, I think it would be more appropriate to contact
TER directly.  With the changes that have been made recently, who knows.  I can't imagine
a phone number is needed though.

Reviewers can also put email only in that field.

a lady with no phone needs to be represented by something...I can't remember the exact numbers but it is something like (555)555-1212.

So now worries dear Hilary, the guy just needs to post the review according to the guidelines.
