Because they aren't close to the border

Tijuana is close to the border and a huge American population in So-Cal.  TJ probably gets 100 visitor for every one other Mexican cities get.  

For this and other reasons Tijuana has a bigger red light district than other Mexican cities.  On top of tat the Zona is "Gringo friendly" and is packed into a small area, unlike the red light districts in most Mexican cities that have one
