Sad news to report that the Tijuana Bars, even the bars in the Zone are all closing at 3 am.
But with the bad news does come some good news. Since shifts are shorter, some of the hot girls are working earlier and it's a lot easier to set up all nighters with the girls on the graveyard shift.

As I recall, for an all-nighter the guy always had to pay some type of fee to the bar to let her out for the night. Is that still the case? how do you get around that?

Join a TJ site. They have all the answers to your questions and a lot more. The free ones don't have as much valuable info. Juan's and Hombre's sites are much better.

I’m very familiar with all the Tijuana boards. IMHO opinion there is far more TJ information available on Tj Amigos, a free site, than either of the pay sites recommended above.
Chica’s schedules don’t seemed to have changed too much, except the chicas go home earlier. When the action starts depends on the bar. You’ll find chicas at Adelitas from late morning onward. Chicago Club, in contrast, doesn’t get going until around 9pm. (Most bars “get going” somewhere between mid afternoon and early evening.)
Chicas start all night sessions whenever their shift ends. Those working days usually get off, at 6-8pm. Those working nights, of course, get off a 3am. Before her shit ends a chica starts looking for a TLN, if that fits her plans. (Some do have boyfriends, children, etc. and go home.)
The bar fine only applies when you take a chica home before her shift ends. It varies from bar to bar. Plus some chicas are better than others at sneaking out early—if that’s what they want to do. Most mongers wait until a chica’s shift ends before starting a TLN. Thus the late hours before bars close are a good time to look for a TLN (toda la noche or all night session).
Rates vary depending on the chica and how much “game” you have. $60.00 is average to high average for a 30-minute session. TLN go from $150-$250. Hotel rates obvious vary on the hotel. If you figure $10-$15 for 30 minutes and $35-$40 for all night you’ll come in on budget.
In-and-out is standard at Zona Norte hotels and upscale places like Pueblo Amigo. Most “love hotels” like La Mansion don’t allow in-and-out. (El Parador does if finding a nice “love hotel” that has in-and-out is what you’re searching for.)
