I am not sure why I can't seem to call any of the 664 number. 011-52 then 664 + 7 digit number. Correct? Any help is appreciated.
Dial 011-521-664-###-####, not 011-52-664-###-####

In effect there are two International access codes for Mexico. One for landlines and one for mobile phones. To call a mobile phone you need to add a 1 before the area code.
Examples from the US:
011-52 = Landlines
011-521 = Mobile phones
011-52 664-987-6343 = Landline
011-521 664-234-5678 = cell phone
Where:
011 = International access from the US
52 = Mexico's country code
1 = Mobile access for International calls
664 = Tijuana area code
234-5678 = local number within the area code
When using a cell phone you can substitute the + key for the International access code.
Examples from the US using a US phone:
+52 664-987-6343 = Landline
+521 664-234-5678 = cell phone
Example from Mexico using a Mexican phone:
+1 619-456-7890
Note that the International access code varies from country to country. In the US 011 is the International access code whereas 00 is the International access code for Mexican phones. The + key dials the access code worldwide no what which country you are in.
When you are in Mexico using a Mexican phone you no longer need to dial an access code.
Examples using a Mexican phone within Mexico:
664-987-6343 = Landline
664-234-5678 = cell phone
Also note that in Mexico some area codes have three digits and some only two digits. For example the area code for Tijuana is 664 whereas the area code for Mexico City is 55. Furthermore, Rosarito, Tecate, and Ensenada plus some other areas near Tijuana have their own area codes. Additionally within some area codes local numbers have six, not seven, digits. (Years ago Tijuana numbers only had six digits. If you see a number containing only six digits painted on a building in Tijuana add a six to it. Example: 33-44-55 become 633-4455.)
