I'm no fan of the new (2007) U.S. Daylight Saving Time change. But if makes a lot more sense for Tijuana to be aligned with San Diego than with Europe.

Since Europeans are so politically correct on environmental issues--such as saving energy--I would think Europeans would have adopted the US Daylight Saving Time change.
Due to recent leaks about the science behind global warming there is probably more evidence supporting the claim the new US Daylight Saving Time schedule saves more energy than the old schedule than there is science supporting the idea that global warming is primarily man made.
Be that as it may--based on European fondness for political correctness--Europeans should adopt the the US schedule. That's the real solution to your GMT-8 math problem--not having San Diego and Tijuana use different Daylight Saving Time schedules.
Of course, it doesn't surprise me Europe sticks with the old Daylight Saving Time schedule. Europe never wants to follow the US--no matter how wise or beneficial such actions are.

Traditionally, Daylight Saving Time starts the first Sunday in April and ends the last Sunday in October. Mexico follows the tradition dates, whereas the United States has revised the dates so that starting in 2007 Daylight Saving Time begins the second Sunday in March and ends first Sunday in November.
This has caused confusion for many living in the US-Mexico border area. Beginning in 2010 Mexican border cities will follow the United States Daylight Saving Time schedule, as explained in the article cited below.

A new Mexican law means less scheduling snafus this spring for people who cross the border between Tijuana and San Diego. The new law synchronizes daylight savings schedules in U.S. and Mexican border cities in 2010.
Since 2007, different daylight savings time schedules have caused an hour gap between US Mexico border cities for a few weeks every spring and fall.
In March 2007, the US and Canada switched to a new daylight savings schedule to save energy, but Mexico did not.
Gaston Luken, the Tijuana congressman who sponsored the bill to synchronize the clocks, says the benefits are multi-fold, "We'll save energy because we'll take more advantage of the sun. There are savings in terms of transactional costs along the border, for commerce, for industry, for maquila, for tourism."
Synchronizing clocks will also save tens of thousands of people from choreographing their schedules to compensate for the hour gap.
The measure faced little opposition in Mexico's Congress, but Luken says it highlighted the disconnect between border cities and Capitol lawmakers. He says there was little awareness of the problem in Mexico City.

Well now there will be a disconnect between European GMT times and time in Mexico. Just what we need to make things more confusing.
The Mexicans try so hard to please the yankees it's not even funny.
I believe it would have made more sense for the US to align with the rest of the World...but oh well.
Well the US was aligned with the rest of the world until they changed a few years ago. It was easy then because the GMT time was standard. Here in this part of Mexico, we're GMT -8. So when I do conference calls with people in other parts of the world there is uniformity with Mexico and with Europe.
Now, I'll have to do the extra math to figure out how many hours the GMT is off and it will be a royal pain in the ass. I don't have a problem against the yankees, but they sure have to be different than the rest of the world for some reason, and Mexico wants to be just like them (why, i have no idea).
Even the Mexican working women that want to speak English with me have yankee accents and they can barely understand me. Some think I'm not even speaking English when I speak it. But then again when I speak Spanish, they ask me if I'm from Argentina, so it's all botched up.
Kadjevic...I don't know why you find doing GMT-7, GMT-9, etc. so much more challenging than GMT-8, but why not do what hotels throughout the world do:
Buy several clocks--one for each time zone you deal with. That saves you having to do any math on a daily basis.

Sure. Let's go ahead and convert km to miles, kg to lbs. and meters to yards. But then we can stay on metric everywhere else in the Republic.
That's a ridiculous notion that just because a city in the Republic is close to a city in the United States that that city should automatically adopt all of their time tables, weights, and measures.
The imperial system is complete garbage anyways. If you ask me, I'd say the yankees should switch to metric so they can be in line with oh, well.... the rest of entire damn world.
I am not surprised at the move however, since Mexico longs to be just like yankee-land in just about everything they do, so we might see Mexico switch to the imperial measurements system to be the same as the US.
One thing that is a shame is they call you fellas so many awful names but they mimic your behavior, clothing tastes, and the SUV craze. If you ask me, I'd say they're jealous and you should be flattered.
