You need to stop asking cops for legal advice. According to Mexican attorneys I know--including "my friend" as you call him who is a former Mexican federal prosecutor--prostitution per se is legal in Tijauna. ( BTW, go re-read your articles 266 and 268 as you obviously don't understand them.) Certain activies related to prostitution--such as solicitation in public--are illegal, but the actual act of prostitution performed between sober, legally consententing adults in private in Tijuana is legal. (I pity people who pay you for advice as they're obviously getting not getting what they pay for as witness the fact you don't think people should take lemos instead of taxis and are misinformed about the prostitution law in Tijuana.)

Yea, I think people who suggest taking a lemo in TJ because they "freak out" thinking TJ taxis are too dirty would be better off living someplace they respect and find more suited to their taste. France would be a good place for them to go to go; it's full of snobs.
Again with the anonymous sources to back up your arguments. "Burt, you're mistaken." "No, I'm not, my friend used to be so-and-so and he says I'm right." Pretty weak there, mate. I don't need to ask police for advice, the laws are in the penal code. And no, I don't need to "re-read" it. It's pretty specific. Prostitution is not legal at all.
You might be trying to split hairs and say that it's not illegal per the city ordinances, but that's like saying that "murder is not illegal in Tijuana; it's illegal in the State of Baja California". But that would be splitting hairs since the State law trumps the city code, which means you could get arrested anyways. Let's also remember that the promotion of prostitution, either on the net or in person, and the participation in it, is also illegal under the Federal Penal Code which I'm looking at right now in Article 200. I can be about 90% sure that your lawyer buddy "ex-federal prosecutor" either does not exist, or he lies terribly and you believe him. Either one would make sense to me.
Again, your legal advice is going to get people into trouble, they're going to look around for your ex-fed lawyer buddy, and every single attorney is going to tell them what I've told you, which is only what's written in the penal code. Nothing else matters except what's written there. The, "This guy on the internet named Burt has a friend who is a lawyer and HE said it's not illegal!" defense will not hold. I can see the judge now...
It doesn't surprise me you think France is full of snobs. I would imagine that any developed nation would not like your style of breast-grabbing and other obnoxious behavior. I can imagine that in third-world nations, the poor and down-trodden must grovel at your feet in hopes of a few dollars. But in any developed nation or city such as Sydney, Paris, London, etc. they see you just as another yankee tourist with a bad attitude and a hatred for the rest of the world who doesn't bow down to your American passport. This might be why you prefer to hang out in the gutter and frequent women who come from the gutter - they're the only ones who will put up with your nonsense. Anyone with a brain, however, can see right through it, just as I have. I'm just glad that you stay in that gutter and society in this city has not yet allowed you to co-exist with the normal people. Even if they did, you going around talking about "people you know" and "prostitution is legal" would get you laughed out of there anyways.
