Has the recent surge of police and feds had any affect on visiting TJ?  Or crossing the border?

No.  

The feds are still arriving and protecting tourists isn't the reason they're coming.  However, anything that puts local cops in the spot light is probably mildly beneficial to tourists.

The presence or absence of Mexican federales has no impact on crossing the border.  The border wait is determined by US officials.

Like Burt says, the border wait is determined by the number of people and the border inspectors, but this morning (Sat)at 6:30 - 7, the wait to cross on foot was one hour +.  Maybe that is the standard on sat morning, but that is the last time I head back at that hourl

Generally Saturday lines will be longer than one hour, but if you wait unit around 8pm it often is a much smaller line.

Agreed; the wait was less than 20 minutes around 8:30pm last night.

Weekends have been horrible lately in general during daylight hours for some reason.  And at night you risk police shaking you down at the Taxi stop.  I suggest going in groups.
