I’ve used Cumintj and Hottijuana for years and have always had amazing times with a variety of girls, would highly recommend both👍

I would add MexicoLindoBar (MLB) to that list.

IMO the top tier agencies in Tijuana in alphabetical order are:  CUMINTJ, HotTijuana, and MexicoLindo Bar.  Musas is popular (probably due to price) but IME does not offer the same level of service.  

 Although popular, Musas is definitely a YMMV agency and all too often its chicas leave early and/or do not provide a GFE session. Buyer beware.

Which is the best agency in many ways depends on what you are looking for.  MexicoLindoBar has dedicated taxi service and is a good choice for those new to Tijuana.  It also has the best over night (todo la noche or TLN) rate.  However, MLB does not have the best hourly rate.  CUMINTJ's website has the most detailed information about its escorts as well as good pictures.  (Age, for example, is missing in the description of many MexicoLindoBar escorts and HotTijuana pictures are too few and too small.)

I would add Mexico Lindo Bar to that list.  IME the top three agencies in alphabetical order are CUMINTJ, HotTijuana, and MexicoLindoBar.

IME the "cut rate" agencies (like Musas) are YMMV agencies.  All too often the escorts from these agencies leave early and/or don't provide a GFE session.  (DFK, BBBY, DATY, and MSOG.)

AGENCIES LEGEND:  
5 Stars:  Excellent Agencies.  The extra star is because these agencies also contact me (and I would assume others they consider to be good clients(?)) directly via WhatsApp messages or updates showing their new girls - often times before they are even shown on the website!

4 Stars:  Excellent Agencies.  I've used these and have had no issues.  Fast booking.  Accurate pictures of the girls.

2 Stars:  Booking was fine but the last 3 women I booked looked nothing like their pictures.  They allow wayyy too much photoshopping and filtering of the ladies pictures!

NO RATING:  I haven't booked with these Agencies yet so I don't have any opinion on these.

🗶🗶🗶 - Only Agency I wouldn't recommend.  The only Agency I personally had issues with but YMMV (but it's my list so I am rating them based on my own personal experience! ).  

INDEPENDENTS have been a hit-or-miss for me.  MANY, many fakes on the boards but I have also run into a couple of hidden gems also!  I've gotten better at spotting the fakes but it's still an inexact science so I prefer to deal with the reputable (4+ Star) agencies instead.  

As a hint;  Save each of these websites into a SINGLE folder on Chrome or Microsoft Edge.  Then RIGHT CLICK on that folder and hit OPEN ALL IN TABS... instead of trying to open them one at a time.  You can then quickly scan through all of the websites seeing what's new.
