going to TJ July 3 from 3pm to 7pm

usually park on the american side and walk over with a couple of friends.  What has the line been like to cross back around 7pm on July 3.  Anticipated wait time.   Last time we went it was safe and fun.  No problems and we crossed around 8pm and got thru in about 30 minutes  

we usually head over to Honk Kong and Adelitas - hang out than come home  

any advice ?  or warnings or concerns

It will probably be about the same as the last time you crossed.  However, 8-9pm will be shorter than 7pm.

The wild card is this is the day before a US holiday.  I doubt there will be enough people traveling on foot to the US the night before a holiday to change things, but if I am wrong the line will be long.
