It is really hit and miss. I normally try around 10:30 am to noon and often have success. Then another day the line will be real long. Yesterday I expected a long line in the afternoon with the start of a 3 day weekend, but the line was not bad at all. I crossed at 9pm and the line started in the building.
Here are some numbers that are updated every hour with line info, both car and pedestrian.
Sundays and holidays have the longest lines. Saturdays are next.
For pedestrians--except on Sundays--any time after about 8pm is usually good. Mid-morning to mid-afternoon is better than the morning and evening commute times.
For motorists later is better. (Until workers hours begin, which is often as early as 2am). I usually try to cross between 11:30pm and 1:30am.
Strangely Friday nights about 11pm (sometimes as early as 10pm) is a good time to cross. For some reason I can't identify Friday nights are usually better than other weekday nights. Also early Sunday morning (say 6am) is a good time to cross.
Usually it is quicker to cross at Otay than at San Ysidro.
Nothing beats a SENTRI pass. SENTRI lines are always short to none existent.
Get a SENTRI pass. You walk straight to the head of the pedestrian line. It literally takes a minute or two to cross the border. It is better than a BJ.
