It would not be like an orgy or anything just a bunch of friends out at sea for one. Girls and guys could dance meet lay out on the ship and heck if they liked each other they have rooms. There could be activities like a rented banquet room on the ship and people could meet under a fictitious group name and event could be made. Nothing expected except a group get together and some Rest and relaxation and fun. Also I believe if we are 3 miles or further out to sea we are in International waters in which certain laws don't apply! I know this for a fact---when I was 16 I had a blast on a cruise and could drink, I won at slots and danced all night unless it has changed.
Maybe a short cruise where we could actually be out at sea and relaxing. I know it might be hard for some to get away that is the only problem unless you sent the SO on a cruise with her girlfriends. Hmmm just been thinking this over maybe it would work but just wondering how many can actually get away and how we could do this ---Now back to my crazy thinking.
And holding one in Las Vegas at Lake Meade--They are easy to rent and not difficult to operate. Ideal time would be late August or Early September with drinks-music-dinner--fun time!
Great idea Pokergent. Lake Mead with a great party boat. However, I can see it now. We are out having fun for all on the lake and suddenly one of the girls has got to get to shore for a date at the MGM. Yikes
So we drop her off, go back to the lake for more fun, and suddenly another gal has got to get to her 9PM session quick.... and on and on.
Now, there might be a solution, where Captain Smarty man's the small attached skiff of a boat and runs the girls to shore for timely meetings. Check with Gem, but I think that should at least be worth a BBBJ, to get her to shore and on time.
I would have to scurry back to the party boat though for the next gals trip. lmfao.
I promise not to have to go to shore as I don't have dates on nights of parties but heck ya might be tempting me to change that with that little boat trip as I have never done anything in a boat! Hmmmmmm now I am thinking. But wouldn't the cruise be fun also we would have our own rooms and heck gambling and dancing.

Windjammer cruises were very adventurous. they had tall masted sailing ships that sailed through interesting seas... alas, they had few passengers and they wondered how to boost the acceptance of sailing ships over luxury cruise liners.... hee hee.
