There. Have been reports, particularly for Anne arundel of johns being busted via summons on a date about a month after the actual date of the alleged offense.  What gives? Is this a provider giving names? Use of telephone or email records after the fact?  Or simply delayed public reporting?  Is it possible a hobbyist could conclude a visit then find out a month later for alleged acts that may have happened on a past date?

How would the police know your name and if so if you are the John Smith that lives on 1st Ave or Ave A?

i interpreted your post as random men who have not been approached by le are getting letters in the mail, i mean.. you asked if women are reporting them.
the men that are receiving this mail are men that had a face to face with police. so it shouldn't be a surprise. you can always be charged at a later date for a crime.
