Harbor east it's close too Fells point and Little Italy if you like Italian food. Downtown is fairly condensed, all the hotels are with in about ten minutes of each other with OUT traffic.

Downtown or Inner Habor East are the best spots as there is plenty of parking and access to fast mass transit. But check out ticketmaster and the Baltimore Ravens sites to make sure that there aren't large events that might keep clients away.
